In the Marine Corps we have a process called "Request Mast". This gets the Marine a time and date to meet with his/her commanding officer. No one can interfere with the process. Not the 1st Shirt, Sgt Maj, Officer in Charge, NCOIC – no one! If anyone does, it will mean some pretty serious UCMJ charges.

The Army/NG should have a similar process. If the process does not exist and you are denied an opportunity to speak to your Commanding Officer about this problem, then by all means go visit the NGB/IG office. The IG can make one phone call to your CO and tell him that you are being denied the opportunity to talk to him/her so that your problem can be resolved quickly. Shouldn’t need to go any further than that. Your CO obviously has some inhouse issues that need resolving concerning an open door to his soldiers.

Back to chain of command – you should have an Officer in Charge of your section. Did you talk to him/her? If not, do so now. If you have and they have do nothing to follow up on your problem, give them one more opportunity. Tell him/her what DFAS told you. Since 6 months has gone by there is obviously a problem in your S-1 Office. The S-1 Officer needs to make some calls to where the voucher/documentation for payment of your 2nd half bonus has gone. It is likely that it was misaddressed and sent to some dead-end box up the chain of command. Your OIC should be able to find out what is going on and if he/she cannot, take the problem to the CO for you. The CO would then be expected to followup with the next level of the chain of command to quickly resolve the problem.

Before you go to the IG, be sure to inform your OIC of that intent. If he/she has already been given that 2nd chance, don’t bother informing them – go to the IG. As a previous Commander, I would chew some serious officer butt for letting an issue such as yours linger. Leadership means looking out for the troops. This applies to the 1st Shirt/SgtMaj/NCOIC/OIC/XO/CO. One of these people should be able to force the issue at the S-1 and have someone followup ASAP.

DFAS pays quickly, but they need the funds release document – essentially a letter that shows that you have met all the criteria for the bonus. My brother is a SSG in the NG and like yourself, had his enlistment bonus divided into two parts. Fortunately, his NG S-1 was on the ball and made sure it happened. Being a SSG also probably helped since he couldn’t be cowed when he inquired about it (his was delayed for about 2 months, but a talk with S-1 officer resolved it).

Best solution would be to have a student current account and a separate savings account. All the ’student’ accounts have poor interest rates but you get a cashcard and often a debit card. If you tie one of these with a savings account with a good interest rate and online banking support, you can manage your cash online or on your phone and move it to your current account when you need it, and then take it out through a cashpoint or buy stuff directly with your debit card.

There are lots of accounts out there for students, and you’ll have to shop around for one which suits you – i.e. how far away is the nearest branch/cashpoint from your place of study? However, if you’re going to use the train a lot, NatWest’s student account comes with a free 5-year railcard which normally costs £25 a year. That’ll save you cash in the long run!

According to the No Child Left Behind Law, each school has to show growth over the previous year’s scores until each and every child in the school is passing. Then the school has to keep it that way. NO EXCEPTIONS.

No exceptions, So what does that mean?

One child with a behavior or emotional problem that interferes with their learning can label a school as "failing".

One child with learning disabilities or focusing problems can label a school as "failing".

One child who just came to the US this year and doesn’t speak English can label a school as "failing".

One child with an IQ one point above the "mentally challenged" category can label a school as "failing".

One child who comes into a classroom from another school and is three grade levels below the grade they are in can label a whole school "failing", even if they improve three grade levels that year. (They would have to improve 4 grade levels in that one year to be able to score in the "proficient" level. This by the way isn’t as crazy as it sounds. At the moment there is a 3 year difference between the standards of the highest states and the lowest states. Literally "proficient" children from a state with low standards can be three grades below their peers in a state with high standards.)

Now take a school in a poor area. They have more than one child who has a learning, language, or behavior problem, and yet they are mandated to ensure that each and every one of these children are "proficient", no exceptions. When this impossible feat doesn’t happen, not only is the whole school labeled as "failing", but money is taken away in the belief that this penalization will make the teachers work harder. The penalization leads to budget cuts, which leads to staff and material cuts. So now the school needs to do the impossible with even less, and you wonder why there is cheating? They aren’t cheating not to get raises and bonuses as you stated, they’re cheating to get toilet paper and pencils.

More so, vouchers aren’t going to fix this problem.
